Rothe Enterprises, Inc. takes over operation of Houston Commercial Calibration Laboratory from Rothe Development (RDI). This lab is and located at NASA Johnson Space Center (JSC) via Manufacturing and Calibration Services (MACS) NASA Space Act Agreement (SAA), JSC Building 343.

REI is awarded subcontract to Raytheon on the Neutral Buoyancy Laboratory (NBL) and Space Vehicle Mockup Facility (SVMF) Operations Contract (NSOC-I) at NASA Johnson Space Center (JSC,) TX including technicians and divers in support of astronaut crew training operations.
2004
REI is awarded subcontract to Lockheed Martin on the Cargo Mission Contract (CMC-I) at NASA Johnson Space Center (JSC,) TX in support of Shuttle and International Space Station-bound launch cargo, including Shuttle Return-to-Flight.

Houston Commercial Calibration Laboratory is moved from NASA JSC Building 343 to a location offsite from NASA on Gemini St., Houston, TX.
